Police Clearance Certificate

In Estonia, the Police Clearance Certificate (karisturegister/Certificate of Good Conduct/Führungszeugnis) is issued by the Criminal Records Database.
The Criminal Records Database certificates are only issued in Estonian. Please find instructions on how to apply for this certificate here.

A query about your own records is free of charge.

If you require this document to be translated into German, please contact a sworn translator either in Germany or in Estonia.  Please note that the embassy does not provide translation services.

Certificate of non-citizenship

When ordering a certificate of non-citizenship, an order application and an additional application for a certificate that the person has not applied for Estonian citizenship shall be submitted. Such a certificate is issued by the Police and Border Guard Board in Estonia, either in Estonian or in English.

To obtain this certificate, you must come in person to the Estonian Embassy in Berlin and submit the applications. You must book an appointment in advance via e-calendar. The fee for ordering a document through the Estonian embassy in Berlin is 30 EUR. Cash is not accepted at the embassy.

Once the application has been submitted, it will take 3-4 weeks for the certificate to be processed. The certificate will be sent by registered mail to the address on the order form.

Proof of life certificate

To prove that you are alive please submit a life certificate certified by the competent authority in your country of residence. The competent authority is any authority where a person is identified when they go to an appointment (authority paying pensions, local authority, the police, notary public and so on). The Estonian Embassy in Berlin will not sign this certificate.
N.B. Your life certificate must definitely be signed by the competent authority; your own signature on the life certificate is not enough.
